AMEC, CIDA and Chalillo

Canada's foreign aid agency, CIDA, funded AMEC, a consulting and construction company, to do the environmental assessment (EIA) for the Chalillo dam.  In a clear conflict of interest, the contract between CIDA and AMEC made it plain that AMEC planned to get further business from the contract--and was a likely candidate to build the dam, until international attention was focused on its role.
